Mansoura University Council Discusses First Semester Exam Preparations and Academic Updates

In its monthly meeting chaired by Prof. Cherif Khater, the Mansoura University Council discussed preparations for the first semester exams and reviewed updates on academic, research, and service-related activities.

The University President emphasized the importance of active participation in the 2025 parliamentary elections and stressed the vital national role of the university community.

The Mansoura University Council held its 630th monthly meeting on November 24, 2025, chaired by Prof. Cherif Khater, the University President, and attended by the Vice Presidents, Deans of Faculties, and Council members. The meeting addressed several topics related to the educational, research, and service processes.

At the outset of the meeting, the University President emphasized the necessity of active participation in the parliamentary elections, considering it a national duty and one of the most important constitutional rights that contributes to shaping the present and building the future. He stressed the importance of the university community's awareness of its role in supporting national stability and enhancing community participation. He also noted the continued momentum at the university in student events and awareness activities, along with the ongoing organization of visits to the Grand Egyptian Museum, which are very popular with students due to the educational and cultural opportunities they provide, fostering national pride and a connection to Egyptian heritage. He directed all faculties to begin early preparations for the first semester exams, emphasizing the university's commitment to providing a comprehensive learning environment that enables students to take their exams under the best possible conditions. He stressed adherence to safety requirements and the readiness of examination halls, exam rooms, and support services, noting the allocation of a comprehensive support system for students with special needs to ensure they can take their exams with ease across all faculties.

Prof. Cherif Khater congratulated Dr. Abeer Tawakkul on her appointment as Director of the Electronic Testing Center, following Prof. Noha Heikal, Dean of the Faculty of Computers and Information. He directed her to monitor the readiness of the electronic testing centers and ensure the availability of the necessary technological infrastructure to conduct the exams efficiently according to the approved regulations. He also expressed his gratitude and appreciation to the members of the "Bridges of Goodness 23" convoy, headed by Prof. Mohamed Abdel-Azim, Vice President for Community Service and Environmental Development, following the conclusion of its work in the cities of Halaib, Shalateen, and Abu Ramad, in implementation of the political leadership's directives to support border regions. He emphasized that these efforts reflect the university's national role in serving the community, praising the outstanding role of the partners in providing logistical and service needs. He also congratulated the Faculty of Commerce on the Supreme Council of Universities' accreditation of the Faculty's Administrative Training and Consulting Center, granting it a three-year license as an accredited training center. He affirmed that this achievement reflects the Faculty's distinguished standing and enhances its role in developing administrative and professional skills both within and outside the university, contributing to the qualification of personnel to support the labor market and the local community. During the session, the council reviewed the colleges' preparations for the first semester exams of the 2025/2026 academic year. Emphasis was placed on the need to finalize and approve exam schedules within the college councils promptly, in preparation for their ratification at the next council meeting. The council stressed adherence to the regulations governing the examination process to ensure its smooth and disciplined conduct with high quality standards.

In discussing the items on the agenda, the council reviewed key academic and administrative matters, most notably the approval of academic titles and new appointments for several faculty members. The council approved the promotion and appointment of 9 professors, 15 associate professors, and 23 lecturers. The council also approved the report on the progress of the educational process in the university's colleges for October 2025, confirming the smooth operation of the teaching system and adherence to quality standards.

The Council discussed the latest developments in the digital transformation initiative, approving a plan for a complete transition from paper to electronic correspondence and the adoption of electronic signatures. This includes establishing a secure electronic archive of decisions issued by the relevant authorities, activating digitally secure correspondence, and submitting matters electronically to the appropriate departments, thereby achieving greater efficiency in administrative procedures.

As part of developing the electronic testing system, the Council approved conducting the 2025/2026 academic year exams via the Exams platform of the Information and Communications Technology Center, using the Q-mans question bank system. Two daily exam periods were designated: the first from 9:00 AM to 1:00 PM for colleges hosting testing centers, and the second from 2:00 PM to 5:00 PM for all other colleges.

The Council also approved regulations for reducing tuition fees for outstanding students in seven specialized programs within the Faculty of Science. These programs include: Petrochemicals and their Applications, Biotechnology and its Applications, Petroleum Geology and Mining, Chemistry and Forensic Science, Applied Biochemistry and Molecular Biology, Medical Physics, and Applied Analytical Biology in Biological Sciences. In support of international cooperation and expanding academic partnerships, the Council reviewed several proposed agreements and memoranda of understanding. It approved a memorandum of understanding between the university, represented by the Faculty of Engineering, and the State Key Laboratory for Robotics and Systems at the Harbin Institute of Technology's Faculty of Mechatronics in China. The Council also approved a memorandum of understanding signed between Mansoura University and the Technical University of Cologne regarding funding for the I Water project from the German Academic Exchange Service (DAAD). Furthermore, the Council approved the activation of a partnership agreement between the Faculty of Medicine at Mansoura University and its counterpart at the University of Benghazi, supporting training projects, scientific research, and academic exchange between the two institutions.

In a related matter, the Council approved in principle several international cooperation proposals, including: a proposed memorandum of understanding between Al-Qasim Green University in Iraq and Mansoura University; and a cooperation protocol to be concluded with the King Michael I University of Life Sciences in Timișoara, Romania. The Council also approved in principle a memorandum of understanding with Omar Al-Mukhtar University in Libya, and a cooperation protocol between the Faculty of Fine Arts at the University and the Higher Institute of Arts and Crafts at the University of Sfax in Tunisia.

Regarding local cooperation, the Council approved in principle cooperation protocols between the Faculty of Agriculture and several institutions and organizations, including: the Regional Training Center for Water Resources and Irrigation; the Gamal Shiha Foundation for Education, Culture, and Sustainable Development in Dakahlia; Codebase, a company specializing in software platforms that support nutritionists and trainers; and the Egyptian International Society for Nutrition and Obesity (EISNO).
