Mansoura University President Receives Vice President of the Unified Procurement Authority to Discuss Cooperation in Developing the Medical System and Digital Transformation in University Hospitals

Prof. Cherif Khater, President of Mansoura University, received Prof. Hesham Mohie Badr, Vice President of the Egyptian Unified Procurement Authority for Digital Transformation and Medical Technology, to discuss joint cooperation in developing the healthcare system and enhancing digital transformation in university hospitals.

The meeting was attended by Prof. Ashraf Shoma, Dean of the Faculty of Medicine; Prof. El-Shaarawy Kamal, Executive Director of University Hospitals; Prof. Hamouda El-Gazzar, Undersecretary of the Ministry of Health in Dakahlia; Mr. El-Sayed Khaywa, Undersecretary of the Ministry of Finance; and a delegation from the Unified Procurement Authority: Dr. Amani Farag and Dr. Amal Khater.

Prof. Cherif Khater welcomed the Vice President of the Unified Procurement Authority and his accompanying delegation, praising this important visit for strengthening cooperation with the Authority to ensure the provision of distinguished medical services to patients. He pointed out that the university possesses one of the strongest and largest medical sectors in the country, comprising university hospitals and specialized medical centers of prestigious local and regional standing, providing services to millions of citizens annually. He emphasized that this significant medical presence necessitates continuous development of the supply, logistics, and maintenance systems to ensure the sustainability of healthcare services according to the highest quality standards. He added that this meeting represents a pivotal step in strengthening direct communication channels with the Unified Procurement Authority, enabling rapid coordination and addressing various challenges, as well as finding practical and immediate solutions to all points raised within the framework of joint work, in addition to the financial and organizational aspects related to the procurement system. He affirmed that institutional integration between the university and the Unified Procurement Authority contributes to achieving the highest levels of operational efficiency for university hospitals and supports the state's direction towards health sector governance and comprehensive digital transformation, which directly impacts the quality of medical care provided to citizens. He stressed the university's full support for all the Authority's development initiatives.

Prof. Hisham Badr expressed his delight at visiting Mansoura University, emphasizing its significant role in providing medical services, not only in the Delta region but throughout the entire country, which reflects the high level of trust patients place in it. He explained that the Unified Procurement Authority is adopting a comprehensive strategy to modernize the medical supply and procurement system nationwide by employing advanced digital solutions and developing maintenance and customer service systems, thereby achieving the highest levels of governance, transparency, and efficient resource management. He added that direct communication with medical institutions is a pivotal element in identifying real challenges and addressing them immediately and effectively. He affirmed that the training workshops aim to transfer practical knowledge to healthcare professionals and ensure the optimal operation of the new electronic systems, thus contributing to improving the quality and sustainability of healthcare services.

Prof. Ashraf Shoma said that cooperation with the Unified Procurement Authority is a cornerstone of the university hospitals development strategy. He noted that Mansoura University is distinguished by providing high-quality, specialized medical services nationwide across various subspecialties, thus enhancing its position as a leading medical institution serving a broad segment of the population and contributing to the national healthcare system according to the highest scientific and medical standards.

Prof. El-Shaarawy Kamal pointed out that university hospitals offer a comprehensive and diverse range of medical, therapeutic, and diagnostic services, covering various subspecialties, and receive a large number of patients from across the country. He stressed that developing supply and maintenance systems and implementing digital transformation directly contributes to raising the efficiency of these services and ensuring their continuity at a high quality that meets citizens' needs.

Dr. Hamouda El-Gazzar further explained that the strategic cooperation and ongoing integration between the Dakahlia Governorate Health Directorate and Mansoura University hospitals is a successful model for supporting the healthcare system and unifying efforts to provide integrated, high-quality medical services, which positively impacts the level of healthcare provided to citizens in the governorate.

 Mr. Khaywa, the accountant, stated that financial and organizational coordination between Mansoura University and the Unified Procurement Authority is a fundamental element in the success of the supply and procurement system. He emphasized that simplifying and streamlining procedures through modern electronic systems contributes to accelerating the workflow, ensuring the optimal use of financial resources, and achieving the highest levels of financial discipline in the health sector.

Following the meeting, attendees proceeded to a workshop held at the Oncology Center. The workshop covered the upgraded electronic supply system and its role in expediting procurement and supply procedures, explained the digital maintenance system and its mechanisms for electronically recording and tracking malfunctions, introduced the modern customer service system to enhance communication and rapid response to clients, and provided training on the upgraded Media 2025 electronic supply system and the digital maintenance system (Maintenance – Media). This training aims to strengthen institutional integration and expedite procedures.

The workshop was attended by Prof. Walid Mounir, Director of Mansoura University Hospital; Prof. Adel Fathi, Deputy Director of the Oncology Center; Dr. Tamer El-Tanbouli, Undersecretary of the Dakahlia Health Directorate for Preventive Medicine; Brigadier General Mohamed Abdel Hamid, Director of Maintenance at the Unified Procurement Authority; and a number of medical, administrative, and financial hospital leaders, as well as pharmacy officials.

The workshop witnessed broad interaction from all participants, with open discussions and inquiries aimed at maximizing the benefits of the developed systems.

The participants stressed the importance of these training workshops in supporting the state’s move towards digital transformation, developing the healthcare system, and enhancing coordination and integration between various medical institutions, in order to achieve quality and sustainability of health services provided to citizens.
