Mansoura University Council Holds its Regular Meeting in the Presence of the Governor of Dakahlia

University President Congratulates the Political Leadership on Police Day and Commends the Faculty of Engineering for Winning the Government Excellence Award

Governor of Dakahlia Affirms: Mansoura University is a Beacon of Knowledge and a Strategic Partner in Development and Building National Awareness

The Mansoura University Council held its 632nd session on Tuesday, January 27, 2026, chaired by Prof. Cherif Khater, University President, and attended by Major General Tarek Marzouk, Governor of Dakahlia, and the members of the Council, at the University Council headquarters.

At the beginning of the session, Prof. Sherif Khater extended his congratulations to the political leadership, Major General Tarek Marzouk, Governor of Dakahlia, all executive leaders, and the Egyptian people on the occasion of Police Day, expressing his appreciation and gratitude to the Egyptian police officers for their sacrifices in preserving the security and stability of the nation. He also congratulated the political leadership on Police Day and commends the Faculty of Engineering for winning the Government Excellence Award.

The Governor of Dakahlia affirms: Mansoura University is a beacon of knowledge and a strategic partner in development and building national awareness. The University President congratulated the Mansoura University community on the Faculty of Engineering's winning of the Egypt Government Excellence Award, emphasizing that this achievement underscores the institutional effort and teamwork within the university. He added that it reflects the university's commitment to implementing quality standards, governance, and performance excellence, in line with the Egyptian state's vision and the Ministry of Higher Education and Scientific Research's strategy for developing the university education system.

He also congratulated the students and faculty members on the completion of the first semester of the 2025/2026 academic year, directing that results be announced promptly upon completion of grading and tabulation. He stressed the importance of being fully prepared for the mid-year break by carrying out comprehensive maintenance work on university facilities, laboratories, and dormitories, and reviewing occupational health and safety procedures to ensure a safe learning environment during the second semester.

The University President also extended his congratulations to the people of Dakahlia Governorate on the upcoming celebration of the governorate's National Day in February, praising its national history and its pioneering role in various scientific, cultural, and developmental fields. For his part, Major General Tarek Marzouk, Governor of Dakahlia, congratulated Prof. Cherif Khater, President of Mansoura University, the Vice Presidents, Deans of Faculties, and faculty members on the occasion of Police Day celebrations, expressing his sincere appreciation for the Egyptian Police Force, its leadership, and their invaluable sacrifices in protecting the nation.

The Governor also congratulated the Mansoura University community on the Faculty of Engineering winning first place in the fourth cycle of the Government Excellence Award, emphasizing that it is a source of pride for Dakahlia Governorate. He affirmed that this achievement reflects the significant institutional effort and teamwork within the university, solidifying its position as one of the leading educational institutions nationwide, under the wise leadership of President Abdel Fattah El-Sisi. He further explained that Mansoura University represents a great scientific and intellectual edifice and a beacon of national awareness, stressing that its role is not limited to academic education alone, but extends to building awareness, fortifying the minds of young people, and instilling values ​​of belonging and loyalty to the nation, considering them the first line of defense for the Egyptian state. He noted the continued fruitful cooperation between the governorate and the university across various development and service-related projects, contributing to improved services for citizens and reflecting the integrated roles of state institutions in serving the community.

Major General Tariq Marzouq also discussed the governorate's efforts in developing cultural infrastructure, highlighting the ongoing renovations at the Mansoura Cultural Palace to restore its cultural and artistic role. He announced the establishment of a museum within the palace to house artifacts and documents related to the legendary singer Umm Kulthum, commemorating her memory and recognizing her national and artistic contributions and her profound influence on shaping Egyptian and Arab consciousness.

At the beginning of the agenda, the council approved the promotion of 14 faculty members to the rank of professor, 22 to the rank of associate professor, and 13 to the rank of lecturer. The Council also approved the report on the progress of the educational process in the university's faculties for December 2025.

The Council adopted Mansoura University's charter for handling medical data in scientific research. It also approved the internal regulations for the Bachelor's degree program at the Faculty of Fine Arts, and the unified regulations for specialized programs (Environmental Design and Smart Interior Architecture – Animation and Visual Effects – Digital Sculpture) under the credit-hour system, in accordance with the reference framework issued by the Supreme Council of Universities.

As part of developing the administrative work system, the Council approved the "Pioneer of Administrative Innovation" project proposal submitted by the Postgraduate Studies and Research Sector to develop the university's institutional performance.

The Council also approved updating the Faculty and Leadership Development Program (FLDP) matrix by adding several new courses that keep pace with scientific and technological advancements, in addition to updating the requirements for equivalency of training programs implemented within and outside Egyptian universities.

The Council approved the University Performance Development Center as an accredited body for granting the English language proficiency certificate for academic purposes, a prerequisite for awarding Master's and Doctoral degrees. The Council was briefed on the annual reports concerning the university's performance indicators on the Unified Government Complaints System, as well as the reports of the university hospitals for the year 2025.

It also approved in principle a cooperation protocol between the Faculty of Pharmacy at Mansoura University and the Faculty of Pharmacy at the Islamic University in Iraq, to ​​enhance academic and research collaboration between the two institutions.

Furthermore, the Council discussed several topics related to developing the educational process, supporting scientific research, and improving the quality of administrative and medical services at the university, within the framework of the university's strategy to achieve institutional excellence and sustainability.
